GOVERNOR PATERSON SIGNS PACKAGE OF BILLS TO PROTECT THE ENVIRONMENT, VETERANS’ SERVICES AND CIVIL LIBERTIES
New Law on Brownfields Will Provide Economic Revitalization and Promote Fiscal Responsibility While Protecting Public Health and the Environment

Additional Laws Create ‘Coretta Scott King Day’ and Establish the Niagara Falls Underground Railroad Heritage Commission Governor Also Vetoes 26 Bills


Governor David A. Paterson signed a package of bills into law this week which will protect the environment, veterans’ services and civil rights liberties. Among the bills in the package is one of the Governor’s Program Bills which creates a new law regarding the remediation of brownfields (S.8717 Marcellino / A.11768 Rules Sweeney).

“This legislation is an important step towards improving our environment and our economy,” said Governor Paterson. “If properly targeted, these tax incentives have the potential to turn brownfields into economic engines, particularly upstate. This law will balance the need to clean up sites and spur development while simultaneously providing fiscal controls and preventing situations where developers received unintended windfalls.”

The Governor also signed into law a bill establishing April 27 of each year as ‘Coretta Scott King Day’ (A.2845B Towns / S.5567-A Golden) as well as a bill that establishes the Niagara Falls Underground Railroad Heritage Commission (S.8101-B Thompson / A.10208-D DelMonte).

Also included in this package is a bill to provide for the operation and use of electric personal assistive mobility devices (S.7509-A Johnson O / A.11439-A Rules Gantt), and a bill related to towed motor vehicles by the owner of a private lot (A.72-D Weisenberg / S.2360-D Fuschillo).

Governor Paterson vetoed 26 bills.
